Senators discussed the bill “On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on Cooperation in the field of Migration”. As part of this Agreement, the parties intend to strengthen bilateral cooperation on migration, Delovoy Kazakhstan reports.
During the coronavirus period, a large number of migrants could not leave from the territory of Kazakhstan. Due to this, the Government adopted a resolution extending the terms of their stay in Kazakhstan. In the beginning of the year, the Migration Service together with the International Organization for Migration conducted work that resulted in the return of 133,000 migrants to their homeland.
Chairman of the Committee Vladimir Volkov briefed the participants of the extended meeting that more than 3 thousand foreign nationals were brought to administrative responsibility for breaching migration laws in the period of the coronavirus pandemic. Also, 27 criminal cases were initiated over the organization of illegal transit channel through Kazakhstan.
Deputy of the Senate Nurlan Beknazarov said that the main purpose of the bill lies in the creation of favorable conditions to exchange information related to migration processes and citizenship issues, as well as identifying channels of illegal migration.
“The document provides interaction in the field of migration and protection of the rights of citizens. The adoption of the bill will create a legal framework to improve the effectiveness of cooperation between the two countries in combating illegal migration and the settlement of migration processes,” the senator said.
It is expected that the member countries of the Agreement may, if necessary, obtain information on the residency registration of citizens of the two countries, who are on the territory of the other.
The Committee on Constitutional Legislation, Judicial System and Law Enforcement Agencies has submitted the bill to the House for consideration.
