Today, filing a declaration of goods (hereinafter referred to as DT) is carried out through IS “ASTANA-1” and in case of refusal to register a DT, the system automatically sends reasons for the refusal to register this DT, DKNews.kz reports.
When submitting a declaration of goods, declarants or customs representatives may not electronically accompany the submission to the state revenue authority of documents confirming the information stated in the declaration for goods, except in cases where the submission of such documents is mandatory, for example, information about the origin of goods, compliance with prohibitions and restrictions etc.
If there are no grounds for refusal to register the DT, the customs authority registers the DT electronically using the ASTANA-1 information system by assigning a registration number generated in the manner determined by the Decision of the Customs Union Commission dated May 20, 2010 No. 257 “On the form declaration for goods and the procedure for filling it out.”
From the moment of registration of the DT, the system automatically, using the FLC, determines the corridors (yellow, red, blue), and in the absence of a recommendation from the risk management system (hereinafter referred to as the RMS), it sends this declaration for automatic release.
However, if the RMS is recommended, the official carries out verification of documents and information, as well as physical control using a form of customs control in the form of customs inspection/inspection or customs examination.
From the moment customs control is completed, the official releases the diesel cargo and is directed to a specific corridor (green or blue (after release)).
In addition, the release of goods must be completed no later than one working day following the day of registration of the customs declaration.
The period for the release of goods may be extended by the time necessary to carry out or complete the commenced customs control with mandatory notification of such an extension to the declarant or customs representative.
